Hi Takahashi-san,
Yes you can apply 3.3V to differential pins (A,B inputs) when VCC = 0V and it shouldn't damage device.
That being said there is a weak pull-up resistor to VCC on non-inverting input (A) and a weak pull-down resistor to GND on inverting input (B) - so a small amount of current could flow through the unpowered VCC - but it would be very small - as the path to VCC would have approximately 205k ohms in-between "A" and "VCC" - but there could be some leakage onto that power rail.
