Does switching frequency of the internal charge pump vary depending on load(data rate) like PFM?

Or is it fixed frequency operation?

The RS-232 bus voltages are regulated. The internal oscillator has a fixed frequency, but the flying capacitors are switched only when the output voltage needs to be increased.

Clemens is correct, and the capacitor values required based on the needed output voltage are explained in the datasheet.
