This is my first time using Ethernet Phy, so I don't really understand how to use it.

For example, if a DP83826E and an MSP432E401Y are used together for Ethernet communication (phy interface: MII), what process is required to enable communication after the MSP432 is started?

What I want to know most is whether DP83826E register settings are required.

    Hi,

    DP83826E could configure in MII MAC interface through both hardware strapping or software register write.

    If you strap into MII MAC interface, there is no software register write is required. In the datasheet section 9.4 have more detail on how to use strapping.
