It would most likely be somewhere in the typical range (0.52V). I believe the 0.45V and 0.7V are edge cases found when sinking the max current (6mA) at cold and hot temperatures.
I would expect 0.52V in lab testing though.
Also, PCA9518 has a clock stretching errata. I highly recommend to move devices to something like the TCA9548, or try one of our single channel buffers such as the TCA9517A, TCA980x, TCA9617B. These are more reputable parts, designed with newer processes with no bugs.
