Table 8-1 shows common example values. The limits for all valid combinations are specified in section 6.3; 3 V is allowed.

This is allowed.

Just not VCCI before VCCP.

Connecting VCCI to VCCP that means Powering up at the same time is not allowed?

if not, Is there any good solution?

Powering them up at the same time (with the same supply) is allowed.
