When the device is not powered on, the link partner can't be establish the link, correct?
Because customer is looking for the Ethernet PHY which link with a partner is alive while power down. I think there are no solution...
It doesn't care if MAC is awake or not

I believe the customer is looking for a WoL feature. Please see the following Appnote for more information.
"Link" refers to the MDI Interace (right portion of this diagram), link can be established without the need of the MAC, i.e. yes the MAC can be powered off and the PHY will be able to link up with the link partner on the other end of the ethernet cable.

I was thinking WoL but it doesn't. They don't need to wake up the PHY.
I'm not sure about the PHY internal circuit, customer thinks it is ok that just switch is connected as the picture.
