※ It seems that this is not stated in the TCA6424A data sheet.

V_OL is 0.4 V at 3 mA (which is the limit from the I²C specification); it is specified as a test condition for I_OL.

There is not V_OH for an open-drain output; only your pull-up resistor pulls high.
