This will leave the IC in it's full power state.  I don't think there is a functional issue.  Refer to datasheet Table 1 for the different power states.

I am not sure on this one.  What is the goal in placing this resistor?  We generally recommend a direct connection to the HDMI connector.

No.  They are integrated on the IC.  Side A has 10k to VCCA, Side B has 1.75k to 5 V.

No.  This is integrated on the IC.  Refer to Section 7.2 in the datasheet.
