Hi Expert, We are using DP83TG720S-Q1, on both our board and TI AWR2544 EVM board, the crystal not work, no signal. The power supply are OK, and reset is high.

To confirm, the crystal on the both the AWR2544EVM and your custom design is not working? Have you tried following these steps to enable the DP83TG720 from the AWR2544 EVM user's guide:
Are you probing CLK_OUT or XI/XO pins? CLK_OUT is the more reliable pin to probe to determine if the PHY is receiving a good CLK input.
