In RMII slave mode, there should be a 50 MHz clock input to the PHY at XI. This is described in section 6 of the datasheet, Pin Configurations.

For HW, PHY must also be strapped into RMII slave mode. See the datasheet, section 8.5.1 Strap Configuration for more information.
