I have designed a PCB that is suppose to work as a "media convertor" by using the DP83869HM with SFF-4G-LX.  Essentially, I am creating an ethernet to fiber conversion.  I have 4 DP83869HM chips on my board as well as 4 SFF-4G-LX modules.  Think of it as channels 1-4.  The setup of the design is as follows:

Input ethernet 1GBe (4 channels with A+, A-, B+, C+, C-, B-, D+, D- per "channel") --> 4 Transformers (1 per channel) --> 4 DP83869HM (1 per channel) --> 4 SFF-4G-LX (1 per channel)

The input ethernet is correctly cabled so I know it is not that.  I have power rails for 12V, 5V, 3.3V, 2.5V, 1.8V on my PCB.  The 3.3V goes to the VDDIO of DP83869HM, the 2.5V goes to the VDD2.5V of the DP83869HM, and the 1.2V goes to the VDD1.2V of the DP83869HM.  All of these rails check out.  

 

I have attached the schematic above for how I designed the transceiver.   NOTE: I have removed the pullup resistor on MDC pins.  I was told incorrectly to put a pullup on this pin.  

Basically, I cannot see any ethernet.  I have a switch for the ethernet ports to display whenever they are receiving anything.  Sometimes they will "link", or blink, for about 5 seconds then turn off again. Not really sure how to debug this.  I currently have the MDIO & MDC pins broken out to test with the MSP430F5529 LaunchPad Dev Kit. I have followed the instructions in getting this GUI up and running but I cannot see any "PHY ID" for any of the transceivers.  

Please help, stuck at a crossroads.
