These are two different types of ESD testing. The SAE J2962-2 is based on North American Automotive EMC standards where the device is tested while powered and unpowered. HBM is testing for handling of the device during assembly, hence modeling against the human body. The ESD waveforms are different, as well as the test setups, but both ratings are still valid.
