How can I find or calculate this value? I tried to find relative items in datasheet, but I could not. Is this value determined by application circuit? Or a characteristic of LIN transceiver IC?

Thanks for reaching out! This characteristic is actually talking about your MCU clock, so it's not related to the TLIN1028-Q1 or your LIN physical layer. Basically, it's saying that you need a clock tolerance within ±14% for the responder node if that node is using synchronization.
