We use the DS90UB960-Q1- to do the EMC Test test , 1.6G RE is fail : 1199.99MHz av -11.6dB ,1599.985 MHz is about -4.4dB,
we check the noise is from DS90UB960, any suggest for this ?

RE performance is a system level performance not a device level. In order to pass, your layout, device and all other components should be designed/selected carefully.
If you send me the schematic and layout Gerber files, then I can review and send my feedback.
What do you mean by "the same problem when I used the Ser DS90UB953". Are you measuring the UB960 or the UB953 as standalone device in the chamber?
You need to measure them as a link, SER + DES. If you use the devices in Synchrunous mode, the clock will be sent over the back channel from the UB960 to the UB953. But if you put the devices in non-Sync mode, and use the AON mode, the back-channel clock will not be sent from DES to SER. Maybe this is the problem.
As a solution, you may use the link in non-Synch mode and use the AON mode. or
Use the Synch mode but use an oscillator with SSC on the DES side, which should show improvements as well.
