Are TI's parts marked per any standards? Particularly, do they conform to J-STD-609 (the marking of Pb-free or leaded parts)

Once upon a time, TI indeed printed "E4" or "G4" on many chips. But when all chips (except for military ones) are lead free, this marking does not add any information, so it is not guaranteed, and it is less likely to appear on more recently assembled chips.
Hi Michael,
The quality/reliability page can tell you if the device is RoHS/Reach compliant (these standards include if they are Pb-free). I provided a link for the PW package below.

From the link above, the device meets the lead-free standards.
