For the digital Input IC TIC10024QDCPRQ1, what is the Recommended value of series resistance and its package for 12V(18V max) Switch or GND Switch. In schematics, its mentioned as 46ohm to 57ohm but in EVAL Board it is 10 ohm.

    The value needed is based on the ESD requirements.  If you will note the ESD Ratings in the datasheet are based on 10-33 ohms in conjunction with a 15nF cap. 

    Changing the values of the components in the filter will change the level of protection.  Please see the TIC12400-Q1 and TIC10024-Q1 ISO-10605 ESD Test Report (Link) for more information on selecting the right value for your application.

    One other note I will make is that Input pins configured in Current Sink (CSI) mode will need a larger resistor value such as 220 ohms as compared to the Current Source (CSO) mode that only requires 10-33 ohm resistor.
