TCA9803: Quiescent current consumption when EN=0 and when VCCA or VCCB=0

I can conduct these tests in lab. What voltages do you require for VCCA and VCCB?

Samples should arrive next week. There is a winter storm, so results might be delayed. 

Once I get samples, I'll solder down and measure the quiescent current.

According to the other thread, testing ICCQ may not be needed if we cannot get TCA9803 to work in your system.
