Hi Michael,
SN75LVPE5421 is protocol agnostic and is typically used for AC-coupled interfaces such as PCI Express, UPI, CCIX, NVLink, DisplayPort, SAS, SATA, and XFI.
The device can be implemented similarly to a PCIe application, only difference is that the RX detection functionality can be turned off for non-PCIe protocols. Please refer to Section 7 of the data sheet for further application information.
Please also note the SN75LVPE5412, which is a companion de-multiplexer device - if you are interested as well.

We are running sFPDP signals at 25Gbps. Can we use SN75LVPE5421 for mux the sFPDP signals?

It is still not quite clear what the electrical specs are like for this specification based on their provided data sheet.
My primary concern is what type of signaling this protocol uses. This device is typically used with PCIe transmitters, where source differential launch amplitude between 800-1200mVpp. Do you know if this information is available from the vendor?

If the interface is AC coupled and the differential launch TX amplitude is between 800-1200mVpp, I believe this would be OK.
Note that we also have an IBIS-AMI model available for this device by request under the Request more Information section of this device's ti.com product page if you would like to model the high speed behavior of your FPGA that implements this sFPDP interface with the device.
