No, the TPS53819A does not support a 12V output, it has a maximum rated output voltage of 5.5V. This is due to the maximum voltage rating on the VO pin of 6V, and the internal compensation ramp's linear operating range.
For a 20V - 26V input, 12V Output @ 40A, the only non-isolated solution I see using the WeBench Power Designer tool is the LM5171

It may also be possible to design a TPS40057 or TPS40077 controller to operate at 40A output current, but the integrated drivers were not indented to drive MOSFETs for a 40A power stage.
