What do you mean with "NG"?

Please include the voltages at both pins 7 and 2 in the oscilloscope trace.

What is VREF? How long is the trace IIC_SCL1? Are there any capacitors, cables, or connectors on that line?

Are there any other buffers connected to the B-side of the TCA9803?

Any PU resistors on B-side need to be removed as well.
