400 kbps is the maximum signal frequency of this device, and describes the device. The actual frequency matters only for the power dissipation. The propagation delay measures how quick a signal edge at the input shows up at the output, and is independent from the time between edges, i.e., the characteristics are the same for all frequencies.

The switching characteristics for the device do not change with the data rate, they mainly depend on the bus load. You can use the datasheet parameters to estimate what you could expect.
