It looks that the minimum VOD in case of Vcc=5V is 1.5V.
How is the in case of Vcc=3.3V?

Please note that the remark at the top of the table applies only to typical values; the minimum are for the total supply voltage range, unless mentioned otherwise. So the 1.5 V and 2 V values are for 3.3 V, while the 2.1 V values are for 5 V.
