V_IO present -> Logic I/O follows V_IO

V_IO absent -> Logic I/O follows V_cc, thanks.

Even if V_IO is around V_CC(ex. 4.8~5.2V), is V_IO is first priority?

Yes, IO's priority is for VIO.

Note that by absent, I meant devices without VIO, thanks.
