Since you are unable to see the internal forum, I will provide the brief explanation here:
The SER should buffer 1-2 video lines before starting transmission under typical conditions, DES can buffer up to 512 pixels.
Typical latency = 1 * line time + 512 pixel time
Here is an example calculation:
Active Video Timing = 3840 x 2160 @ 60 fps
Total Dimensions = 4000 x 2222
PCLK = 533.25 MHz
Pixel Time = 1/533.25 MHz = 1.87 ns per pixel
Line Time = 1.87 ns * 4000 px = 7.48 µs (total horizontal represents one line buffer)
Typical latency = 1 * 7.48 µs + (512 * 1.87 ns) = 8.437 µs
