The SO current needs to be within -2mA and +2mA in order to meet the min/max voltage level specifications.

I'm not familiar with the DRV8718-Q1, or it's load or test conditions and I didn't see any test setup diagram or conditions listed for this parameter.
The IDOUT isn't a specified parameter in the TIC12400-Q1 datasheet.
However, I will also note that in the DRV8718-Q1, they specify their VOL and VOH levels with a 5mA load just as how the TIC12400-Q1 does with 2mA.
Since the DRV87818-Q1 datasheet has a "Recommended max" limit of 5mA which is what it uses for the test load condition for the VOL and VOH specs, I would say that this may or may not be the "max output current" and is simply the maximum output current that will guarantee the VOL and VOH specs are satisfied to ensure proper SPI communication.
