DP83826I: Can not communicate to some switches

My customer has a platform use TI DP83826I and they leverage TI GitHub code:

ti-ethernet-software/linux_drivers at main · TexasInstruments/ti-ethernet-software · GitHub

Recently, they found they can not communicate with some switches, except, UGREEN CM834

and for Tenda  SG108, they can not communicate the the error message is as below:

Another question is, regarding to the mass production MAC address of PHY, can they use TI's OUI identifier?

    Can you please share the schematic, layout, and register dump from 0x00 to 0x1F, 0x467, 0x468? Please note register 0x467 and 0x468 are extended access register, please see DP83826 datasheet for how to read the extended access register.

    When you ask using the  MAC address of PHY, can they use TI's OUI identifier, are you asking if MAC can read the PHY OUI identifier and then use it as the MAC address?
