I am trying to do full duplex 1GbE UDP on cat5e interfaced with the DP83867IR PHY - is that supported so that echo cancellation can be handled before the data returns back to the microprocessor (my case AM6442)?

Yes that is supported. DP83867 supports echo cancellation in full duplex mode.
