DP83826I: Can not read right PHY address

Hi TI experts,

My customer met a issue in their customer end.

They use two DP83826I in Servo products. Now they found that when the machine POR, there is a probability that the MCU cannot read the high voltage level status of PHY_address(RX1_D3). 

Probability is 5 of 100 machines. For one issue machine. Probability is 20-30 times of 100 times POR.

As you can see, they use 2x DP83826I, which are U49 and U50. Both are running at BASIC mode. (Strap 6 connects GND).

RX_D3 should be high voltage level. But it goes down when RESET signal rises.

Q1: Why RX1_D3(from u50) goes down when RESET signal rises. It will cause that MCU get wrong status of RX1_D3, low voltage level, which should be high voltage level.

Q2: Why does the clock signal only appear after the reset signal goes high?
