In the schematic for the DP83TD510E-EVM for media converter application, the MDIO and MDC lines from the DP83TD510E are connected to the MSP430F5529IPN controller. However, the corresponding lines for the DP83822HRHBR are not connected to the same controller. According to the DP83TD510E-EVM user guide, it is mentioned that:

"In Media Converter configurations, the MDIO/MDC lines of the DP83TD510E and DP83822I are tied together. Both PHYs can be accessed simultaneously. The DP83TD510E has been set to PHY address 00 and the DP83822I has been set to PHY address 05."

Given this, is it possible to control both the DP83TD510ERHBR and DP83822HRHBR from the MSP430F5529IPN?

    Yes, this is possible.

    The MDIO and MDC lines of both the DP83TD510E and the DP83822I on the DP83TD510E-EVM are connected together so long as the two PCBs are connected through the Samtec connector - note that nets MDIO_1/MDC_1 and MDIO_2/MDC_2 will be connected (hence the comment from User Guide Section 3.3 you've copied above).
