Hot plug is basically a marketing term.
HVD72 has an internal pull up resistor on RE and an internal pull down on DE. So technically it wouldn't actively drive the bus line when it is initially plugged in. Both devices could result in a glitch when the devices are plugged in because of the parasitic capacitance being added to the bus will temporarily drive the signal to GND.
I would refer to this app note for ideal practices for hot plugging using devices with differential signaling.
