For OE pull down resistor, may I know it can use 10k to replace?

I can't find OE detail description likes High level threshold. It have a comparator inside to trigger enable? Thanks!

The high and low levels are provided below from the datasheet. These conditions must be met for the device to see a logic high or logic low on Pin 1:
