For you to strap to PHY ID 0, you will have to keep both resistors OPEN for RXD0 and RXD2 pins. Current ID is set to 0'b0101 = 0x05.
The node is correct.

For RXD0 and RXD2 if the both resistors are open means its PHY ID will be 0x00 is that correct

How does the reset Pins work for the tidp83867 phy.
RESET: The active low RESET initializes or re-initializes the DP83867. All internal registers re-initialize to the default state upon assertion of RESET. The RESET input must be held low for a minimum of 1µs.

The software will try to read whatever PHY ID you give.
Do you see any MDIO/MDC signal?
