In PV Inverter that has a DEVICE side with TYPE-C application, which is very simple function needed.
I don't prefer to add the related circuitry to the PD protocol, in which there has only the TYPE-C terminal connector as below plot, which will use an external power-bank to power the 5V/3A.

With above design, there's no problem with Adapter power with TYPE-C and PD protocol.
However, when replaced with a TYPE-C Power-Bank with PD protocol, we found there's only about 1.9V available. 

We looked up the information and it seems that some power banks will force the PD protocol to handshake
So I would like to ask if you have a simple IC with PD protocol (without MCU required)
It is possible to handshake with the PD protocol on the HOST side by setting the required voltage current through simple hardware?
