Is there a simple USB to DAC output controller, (so that the output DC voltage [0 to 5V] of the DAC is dependent on the USB)? Alternatively, a robust USB to SPI bridge?

We do not have USB to DAC or SPI interface. We do however have USB to RS232 (TUSB3410 ) and USB to GPIO- TUSB3210 and you can use the GPIO pins much like SPI interface.
The PCM series does USB to DAC, but it's for audio, and I don't remember if the outputs are DC-coupled.
You can use a TUSB3200A or TAS1020B to connect between USB and an AC'97, AIC, or I2S DAC.
