DP83TG721S-Q1: is it necessary to pull down pin 15 to enter SGMII normal mode?

Hi there:

On our schematic and board, we left pin 15 unused, but in datasheet this pin is listed as pull down in normal operation - SGMII, on page 9. Just want to confirm, is it necessary to pull down this pin?
