Section 7.4 does a good job describing the different functional modes of this device for hot-insertion / hot swap events.

In short, a hot swap connection occurs. The TCA4307 waits for both sides of the device to be IDLE pulled high. The TCA4307 will wait until it sees a stop condition or a bus idle condition on the "IN" side of the device. Once 1 of 2 of these qualifiers are met, the READY pin will release HIGH through a PU resistor - this can be used as a flag for the MCU to know when the buffer is internally connected the IN side to the OUT side. When READY = HIGH, the buffer is ready for communication on either side of the buffer.
