What should I do for the unused input pin?
Should I connect it to GND or VCC?
If so, could you please give me recommended pull up/down resistor value?

The input signal is LVPECL.

Does the input signal have any effect on unused input pins?

the input signal have no effect on unused input pins.

IN1 is another differential channel, it can be floating if unused.
