Does the REF clock on the SN65LV1224B deserializer have to be identical to the input clock on the serializer chip?

No, the refclk on the SN65LV1224B deserializer doesn't need to be identical to the refclk used on the SN65LV1023A serializer.

However, the two reference clocks need to meet the +/-100ppm frequency tolerance limit.
