Since the xCS and SCK are fixed direction signals, then yes it's okay to use the SN74AXC2T45.

I understand that the signal direction is not an issue.
According to the datasheet, with VCCA=1.2V and VCCB=1.8V, tpd(max) is 9ns.
Therefore, I believe 25MHz operation is feasible. Is this correct?

That's correct. This part can support 25MHZ when configured at VCCA=1.2V and VCCB=1.8V.
