Also if the enable are pulled high do they need pullup to VCC?

Hi Sharan,
Pullup resistors are not needed for the A input pins for this device unless you want the output to be in a differential HIGH state when the input is floating. If the input is left floating with no pullup, the output will be in a differential LOW state (see below).

The enable pins high-level input voltage (VIH) is 2V.

Yes, the driver will always be on if power is applied to Vcc and the EN pin is pulled to Vcc.
