TUSB8042A: Regarding connection with USB_VBUS of TUSB8042A

I'm debugging using a prototype custom board. The TUSB8042A's PWRCTL won't go high. (Polarity is set to high.) I'm connecting the AM5708's us1_drvvbus to the TUSB8042A's USB_VBUS.

The TUSB8042A's voltage divider resistors are 90.9kohm and 10kohm. The AM5708's us1_drvvbus is 3.3V, so the voltage should be approximately 0.33V.  

I have two questions:

1. Is it okay to connect the AM5708's us1_drvvbus to the TUSB8042A's USB_VBUS?

2. There doesn't seem to be a register to individually change the logic of each of the four PWRCTLs.

    How can I set the PWRCTLs individually?
