When comparing the areas framed in red, why is there a difference of about 2x? Is it a difference in standards? Is it a difference in the measurement pins?

Hi Shingu,
The difference is correspondent to the specific pins on the transceiver. 8kV is for all pins (like D, DE, /RE). RS-485 A and B bus pins are rated higher up to 15kV.
