2.8 to 3.3 volt I2C translation using PCA9306. (Corrected post stating the part I want to use)

I need to level shift between 2.8 and 3.3 volts.  I was planning on using a PCA9306.  The 2.8V I2C signals are on SCL1 and SDA1.  The way I read the data sheet is that I should have EN > 2.8 + .6 or  3.4 volts minimum in this case.  Can I simply tie the EN to 5 volts in this case and set VREF2 = 3.3 Volts?  It seems I really don't care about clamping on the 3.3 volt side in this case because the output voltage can't go above the pull up resistor source voltage on the 3.3 volt side of the translator.
