I want to use PHY DP83848 from National in RMII mode. Could I connect a pull-up resistor (10k) on MII_MODE pin and leave SNI_MODE floating?

    Yes.  A 10 kOhm pull-up resistor is an appropriate value.  All that is required to enable RMII mode is to pull the MII_MODE strap pin (RX_DV) high.  The SNI_MODE strap pin (TXD_3) includes an internal pull-down resistor so an external pull-down resistor is not necessary.
