Yes, VCC can be 5V.
This should not affect the value of the EQ resistors, as the EQ pin only required a specific resistor value to pull the pin down to ground, the Req values in the table below should still apply for a 5V supply system, indicated by the footnote:

I see two different USB2 data paths here. Is the ECU connecting to the camera, or is the USB2 signal being split up?

Hi Ilan,
I would recommend placing the redriver closer to the connector on the ECU board, that way the signal is improved as much as possible as it goes through the signal, and so overcompensation is avoided at the ECU.
