No, the TCAN4550 has a SPI interface that is generally connected to a microcontroller or embedded processor. Many embedded processors run a Linux OS and there is a tcan4x5x driver embedded into the Linux Kernel that will communicate with the TCAN4550. But I am not aware of any embedded processors running Windows that will directly communicate through SPI at the hardware level, and there is not a driver available.
With Windows you will generally need some sort of SPI controller module that has a software API, or a microcontroller or processor that has a USB interface and has been programmed to configure and communicate with the TCAN4550 through SPi.
