Dear Mr.Purohit,
I read the contents of your email. My observations are:
1. You have a concept to make the life and living easy for the consumers by automating the electricity bill payment. As per the research literature, electricity bill payment is already made online in some areas. Energy meters are being upgraded. Advanced technology, in the form of remote meter reading, etc is introduced in multistoried buildings. However, not much progress is done. This demands for new contributions. I feel you can take up your idea for further development. I sincerely appreciate your thinking. The thought will definately help humanitarian purpose.
2. Your mail also contains your personal views about corruption, black money, politicians, etc. I do not wish to mix the technical innovation with what happens around. This can be discussed on a different platform, else the project objectives will be lost. So, I will leave that matter.
3. Concentrating only on development of "Smart Energy Meter". I feel, you can develop a Concept Paper on this idea and draw out a plan to design the proposed device.

ANSWER:
1.India is rich by resources but poor in utilisation. political influence is more which has generated more black money than development. For your information in india most of all are having ATM DEBIT CARDS, CREDIT CARDS but how many are using for online payments? how many firms, business establishments are enabled the online payments? and how many are using internet?
2.For example if Telephone bill, mobile bill is not paid- service provider can stop the service by remote sitting in his office. what about if electricity bill not paid? KEB line man should attend the spot and forced to stop the service and if bribed it can be postponed.
3.In india for communication: land line telephone and cell phone and internet are only the services.
4. All hopeless, fraud companies are lifting public money in the name of STOCK MARKET and duping crores of rupees.
5.Govt. KEB or any energy producing service provider not introduced themselves in to stock market and utilised public money.

6.IN EVERY ELECTION HOW MANY ARE VOTING? WHY VERY LOW PERCENTAGE OF VOTING? WHY NOT INTERNET VOTING INTRODUCED? ON ELECTION VOTING DAY HOW MANY ARE FREE TO VOTE? ITS A VERY BIG QUESTION. IF REALLY EVERY ONE WANTS CLEAN GOVERNMENT THEN MOST EDUCATED ONE SHOULD VOTE. BUT UNFORTUNATLY ALL EDUCATED ARE BUSY WITH THEIR JOBS, SOME ARE TRAVELLING, SOME ARE OUT OF STATION, SOME ARE IN HOSPITAL, SOME ARE ATTENDING ELECTION DUTY, SOME ARE IN THIER OLD AGE NOT ABLE TO VISIT POLLING BOOTH, AND IN SOME DANGER AREA THEY WERE HI-JACKED BY CORRUPT POLITICIANS, GOONDAS .
ABOVE ALL IS BRIEF ABOUT MY IDEAS IN TO THE PROJECT. TOTALLY WANT TO CHANGE THE LIFE STYLE OF INDIANS. CAN WE ACHIVE THIS?
