No, differential signals cannot be swapped.  You can only swizzle DQ or DM within a byte.  Please refer to layout guidelines: https://www.ti.com/lit/pdf/sprad66

Yes, you should be able to just configure the memory as a x16 in the DDR Register Configuration tool to get it functional.  You will only be able to access half the memory, but it should be functional
