These libraries are currently not packaged into default TI SDK yocto filesystem. You are welcome to build rebuild the filesystem with the libraries included via recipes for these libraries that should be available publically. This will need to be installed on your host PC since most bpf programs are architecture agnostic and so can be compiled (easier to compile) on the host PC before copying over to target.
