As SERIRQ is synchronous to the PCI bus clock, it follows the PCI shared signal timing figures listed in the datasheet specifications in Table 6-11.

Q1.
These AC characteristics are timing characteristics between the signal and the PCI clock only.
Is SERIRQ changed by PCI clock only?
Is there any other timing characteristics for SERIRQ except these?

Q2.
Does the relative relationship between each IRQ number and the serial signal conform to the PCI bus standard?
In other words, does the serial signal which corresponded to each IRQ number conform to the PCI bus standard?

I apologize for the prolonged delay, as I was out of office. 

Q1: If I understand the question correctly -  Yes the SERIRQ is always synced with the PCI bus clock. There are not any further timing specs available beyond those listed in the data sheet. A few outliers to this are listed in the device errata.

Q2: Yes, this should follow the standard serialized IRQ protocol.
